Basicly.... NO this is impossible. You can get random peoples ip addresses easily, but if you want someone specifics address you have to do phishing. Sorry to rain on your parade, but I've tried a lot of things and phishing, though sometimes difficult, is the only way to go...
its ezy well just some random guys ip u can just do a serach on it download the program called LAN GUARD NETWORK SECURITY and search through ppls ip and it will list them for you also giving you open ports trying to crack ftp logins and gives bios info and user name and password to pc if possible
